As first proposed in October, Watkins Middle School will open to students beginning in the 2027 school year, not 2026 as first anticipated. |
BackgroundSince 2020, Prosper ISD has experienced tremendous growth, particularly west of the Dallas North Tollway. We have opened two middle schools in this area since 2020, and since 2022, we have opened a total of six schools west of the tollway to serve our rapidly expanding community. In 2025 alone, we opened four new schools in this western region. This significant investment in facilities demonstrates our commitment to meeting the needs of our growing student population, while also underscoring the importance of carefully aligning our facility openings with current enrollment patterns to ensure responsible financial management. |
Why This Decision Is NecessaryProsper ISD continues to grow and remains one of the fastest-growing districts in Texas; however, the North Texas region is experiencing a shift in population movement. DFW is experiencing a notable slowdown in new home construction, with new home starts down 35.8% and closings down 31.5% year-over-year. Economic factors, including interest rates and a slower resale market, have impacted projected enrollment growth throughout the region. Texas school districts receive funding on a per-pupil basis, which means our revenue is directly tied to student enrollment. When enrollment growth slows unexpectedly in our area, school districts receive less funding than anticipated.
We are not alone in making these adjustments—several neighboring North Texas districts, including Frisco, McKinney, Plano, and Allen, have made similar decisions in response to changing growth patterns. |
Maximizing Our InvestmentTo be good stewards of taxpayer dollars, we are being responsive to current market conditions by making the strategic decision to build Watkins Middle School now, while construction costs are lower, rather than waiting until tomorrow when prices would inevitably be higher. This approach ensures we maximize the value of voter-approved bond dollars.
By delaying the school's opening for students, we can defer the significant staffing and operational costs associated with running a whole campus into a future fiscal year when our enrollment and funding better align with the facility's capacity. We will defer additional salaries and operational costs into the 2027-2028 fiscal year.
Additionally, infrastructure improvements, including the completion of Legacy Road in February 2027, will better support our facilities when Watkins does open. |
Will Watkins Middle School sit empty? While Watkins Middle School will not open for students as initially planned, the completed building will not sit empty. We will use the facility to house support services, thereby significantly reducing our current office rental costs. This strategic use of the building allows us to:

Parent Choice for Creeks of Legacy, Legacy Gardens and Star TrailA specific part of the Moseley attendance zone has been affected by the decision to delay the opening of Watkins Middle School. The district will continue to provide flexibility through our parent choice option for families living in Creeks of Legacy, Legacy Gardens, and Star Trail. |
New Rushing Middle School Option Families in Creeks of Legacy, Legacy Gardens, and Star Trail may request a transfer to Rushing Middle School for the 2026-2027 school year. A dedicated transfer window will open from December 2 to December 9, 2025, for a limited number of students, depending on grade level and staffing considerations. Families will receive additional, specific information about how to complete the transfer form in a further email this week. Please note that families choosing one of these options will need to provide their own transportation, as district transportation will not be available for students attending outside their designated attendance zone. |
Reynolds Middle School Option Students who previously selected Reynolds Middle School may continue attending for the 2026-27 school year. Additionally, rising 6th-grade siblings (current 5th graders) of students who chose to attend Reynolds this year will also have the option to attend Reynolds for the 2026-27 school year. Please note that families choosing one of these options will need to provide their own transportation, as district transportation will not be available for students attending outside their designated attendance zone. |
