In response to a petition filed by some residents of Windsong Ranch, the Prosper Independent School District Board of Trustees voted to approve the proposed annexation of approximately 220 acres of Windsong Ranch currently within Denton ISD boundaries, advancing the matter to the state level for final determination.
The Denton ISD Board of Trustees unanimously voted against this petition at their December 9, 2025, meeting. The Prosper ISD Board's approval of the petition is the first step in the process and does not constitute a final decision. The petitioners will now appeal to the state commissioner, who will make the ultimate determination on whether the annexation proceeds. If approved at the state level, the annexation would take effect around July of next year.
The proposed annexation would formalize the district's relationship with the residents from the area, whose children already attend Prosper ISD schools but remain zoned for Denton ISD. While students in this area have attended Prosper ISD schools since 2014 under a unique enrollment agreement, residents currently pay taxes to Denton ISD. Students in the Denton ISD portion of Windsong Ranch have been able to attend Prosper ISD through an agreement between the developer and the school district, in which 0.3% of every home sale in Windsong Ranch is donated to the Prosper Education Foundation. | Financial ProjectionsAccording to projections from petitioners, Prosper ISD staff, and Denton ISD—sources largely consistent with one another—the district anticipates financial benefits in the first year following annexation. The projections include approximately $3.8 million in new Maintenance and Operations revenue and approximately $2.7 million in new Interest and Sinking revenue, totaling roughly $6.57 million in additional revenue. However, the district estimates an extra $68,500 in recapture obligations in addition to approximately $31.7 million in existing Denton ISD bond debt. Exact figures won't be known until implementation. | Long-Term ImplicationsAs part of the annexation, Prosper ISD would assume approximately $31.7 million in existing debt from Denton ISD. The Commissioners Courts of Denton and Collin counties will determine the amount of debt that will be assumed by Prosper ISD.
Residents in the affected area would gain voting rights in Prosper ISD elections as well as the ability to serve on the Board of Trustees if the annexation is approved at the state level. |  | | | There were 5 speakers for public comment on public hearing. | | | Texas Art Education Association (TAEA) District of DistinctionProsper ISD has earned the Texas Art Education Association District of Distinction Honor for the 6th year in a row. This year, 109 out of more than 1,200 eligible districts across Texas received this recognition for the 2024-25 school year.
The Visual Art Administrators of Texas honor districts that show exceptional leadership in promoting the arts. TAEA noted that Prosper ISD's visual arts program met or exceeded all 14 criteria in their evaluation rubric. The rubric measures district participation in TAEA membership, exhibitions, and contests, as well as community engagement through field experiences, service projects, and cross-curricular collaboration.

The CREST Award recognizes counselors who guide and support every student they serve. Award recipients demonstrate that their campus counseling programs prepare students to be college, career, and military ready while prioritizing mental health and personal growth.
This recognition highlights four key areas: - Program Excellence: Official statewide recognition that the counseling program meets the highest standards of the Texas Model
- Data-Driven Results: Measurable proof that counseling efforts improve student academic, career, and personal-social development
- Leadership: Validation of counselors as leaders and advocates who make counseling programs essential to student success
