At the August 24 board meeting, Chief Financial Officer Keri Croy presented the proposed 2026–2027 tax rate, and the news for Prosper ISD families is good: the total tax rate is going down again.

The approved rate of $1.2011 continues a trend that's been years in the making. Back in 2019, before state law required school districts to compress their rates as property values rise, Prosper ISD's total tax rate was $1.67. Since then, it has fallen every year, and this year's approved rate marks the lowest point yet.

By state law, districts are required to include specific language in their tax rate ordinance any time the rate would generate more total M&O revenue than the year before — and that's true this year, since Prosper's continued growth adds more homes and businesses to the tax roll. But that required language doesn't tell the full story. The actual M&O rate is being cut, from $0.7141 to $0.7011, and for a home with an unchanged value, M&O taxes will actually go down by about $13. The added revenue comes from new growth in the district, not from asking existing homeowners to pay more.

This continued rate reduction reflects Prosper ISD's strong financial stewardship, recognized again this year with the ASBO Certificate of Excellence in Financial Reporting and two TASBO awards for financial management and purchasing.

The board approved an agreement to purchase attendance credit from the state, commonly known as "recapture," and gave Acting Superintendent Bill McLaughlin the authority to sign these agreements on the district's behalf going forward. Recapture, sometimes called the "Robin Hood" plan, requires districts with property wealth above a certain level per student to send a portion of their local tax revenue to the state, which redistributes it to help fund districts with less property wealth. Prosper ISD paid $1,286,744 in recapture for the 2025-26 school year, and that number is projected to rise to $2.3 million for 2026-27.

Being classified as a "wealthy" district under this formula doesn't reflect the financial reality of individual families — it simply means the total property value within district boundaries is high relative to the number of students enrolled, even as many Prosper ISD families continue to navigate a high cost of living. Looking ahead, board members shared their hope that state lawmakers will continue working toward fully funding public education, so that every Texas district has the resources it needs to support students.

A consent agenda shall include items of a routine and/or recurring nature grouped together under one action item. For each item listed as part of a consent agenda, the Board shall be furnished with background material.
